The North Staffordshire Pensioner's Convention will give the petition to a Stoke-on-Trent City Council meeting.
Co-ordinator Andy Day said: "We want a thorough review into access, quality of care and time keeping of staff."
According to council guidelines, a debate must be held because more than 5,000 people signed the petition.
The group said it had gathered 8,167 signatures.
Janet Smallwood raised the issue after concerns about the treatment of her elderly aunt's care plan.
She said: "After [a review] they should put effective checks and balances in place so that the system can be monitored and improved on an ongoing basis.
"Only then will we, the public, be confident that some of the most vulnerable people in the city will get the care they deserve and that taxpayers' money will be properly spent."
